Civil Engineering Department Head
Paul Harrell is the civil department head and a principal at RLR. He has over 32 years of experience and leads many of the land planning efforts at RLR. In his tenure with the firm, Paul has been an integral part in the site development of retail, residential, mixed use, office and institutional projects. Paul has worked in all aspects of the civil/site land development design process including initial planning, technical design, and permitting.
Paul especially enjoys meeting clients and assisting them in land planning and initial site layout. Paul personally takes an active role in overseeing the site design, providing hands-on consulting to the civil designers within the department. His extensive experience, reputation, and personable nature makes him an asset to our satisfied clients.
